Foreign national citizens who are not registered with the SSN
If you are legally resident but are not among those who have to register with the SSN, you have two options:
a) register voluntarily with the SSN, together with your family members if they are in Italy. You can obtain voluntary registration if:
- you have a permit to stay longer than three months (with the exception of a permit to stay for purposes of study);
- you are enrolled, together with your family members, on the list of those eligible to receive SSN care by the ASL in the area in which you live or, if it is your first enrolment, the ASL of the address stated on your permit to stay.
b) take out health, accident and maternity insurance
via an appropriate insurance policy, valid in Italy, taken out with an Italian or foreign insurance company.
Important
Registration is not possible if you hold a permit to stay for reasons of healthcare treatment.
In this case, the healthcare services provided will be guaranteed on payment to ASL of the fees laid down by law. These fees can vary according to the Region you are in. If you do not have sufficient financial means, you will nonetheless be guaranteed urgent, essential, or continuative outpatient and hospital services for illness, accident and preventive healthcare (e.g. vaccinations) in accredited public or private health centres.
